WASHINGTON -- Small wonder Congress has kept federal highway and transit programs teetering on the edge of insolvency for years, unable to find a politically acceptable long-term source of funds. The public can't make up its mind on how to pay for them either. Six in 10 Americans think the economic benefits of good highways, railroads and airports outweigh the cost to taxpayers. Yet there is scant support for some of the most frequently discussed options for paying for construction of new roads or the upkeep of existing ones, according to a new Associated Press-GfK poll.

Advisors' Opinion:- [By James E. Brumley]
What do BG Medicine, Inc. (NASDAQ:BGMD) and Pentair, Ltd. (NYSE:PNR) have in common? Most investors would say absolutely nothing. BGMD is a small cap medical diagnostics company, while PNR is a large cap industrial equipment manufacturer. Those are worlds that simply never collide. The directions each stock has been traveling in over the past few months have even been polar opposites.
- [By Roberto Pedone]
Another stock that's starting to move within range of triggering a big breakout trade is BG Medicine (BGMD), which develops and commercializes novel cardiovascular diagnostic tests to address unmet medical needs in the U.S. This stock has been pushed lower by the sellers over the last three months, with shares down sharply by 20%.
If you take a glance at the chart for BG Medicine, you'll notice that this stock has been uptrending a bit for the last month, with shares moving higher from its low of 90 cents per share to its recent high of $1.12 a share. During that uptrend, shares of BGMD have been making mostly higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of BGMD within range of triggering a big breakout trade above some key near-term overhead resistance levels.
Traders should now look for long-biased trades in BGMD if it manages to break out above some near-term overhead resistance levels at $1.08 to $1.12 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 1.56 million shares. If that breakout gets started soon, then BGMD will set up to re-fill some of its previous gap-down-day zone from May that started near $1.30 a share. Any high-volume move above $1.30 will then give BGMD a chance to tag its next major overhead resistance levels at $1.50 to around $1.70 a share.
Traders can look to buy BGMD off weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at 96 cents to 90 cents per share. One can also buy BGMD off strength once it starts to clear those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Advisors' Opinion:- [By Jon C. Ogg]
BRF S.A. (NYSE: BRFS) should be safe on the surface as a meat-producing and dairy giant. Apparently being defensive doesn’t help either. At $18.50, its 52-week range is $18.34 to $26.35. This ADR is down just over 10% so far in 2014.

And with very quick gains of 9% in BRF SA (NYSE ADR: BRFS), 5.2% in South American agricultural play Adecoagro SA (NYSE: AGRO) and 1.6% in high-tech agribusiness player Neogen Corp. (Nasdaq: NEOG), we're doing well with our plays on (pockets of) accelerating U.S. inflation.

What national minimum wages mean for investors
It's important to realize that minimum-wage laws affect companies only to the extent of their operations in their home countries. For instance, in Australia, mining giants BHP Billiton (NYSE: BHP ) and Rio Tinto (NYSE: RIO ) have to follow minimum-wage laws for their Australian operations, but elsewhere around the world, both companies have faced labor disputes over pay levels that in some cases are much lower than what Australian law would require domestically. Moreover, even as Eaton (NYSE: ETN ) , Actavis (NYSE: ACT ) , and other companies have moved or are in the process of moving their corporate headquarters to Ireland, you shouldn't expect a huge shift of employees that would require higher pay.

Advisors' Opinion:- [By Dan Dzombak]
Over the years, the expense ratios on ETFs have come down to absurdly low levels, as the size of their assets under management have grown. State Street's (NYSE: STT ) SPDR S&P 500 ETF (NYSEMKT: SPY ) is the largest ETF in the world, with $131 billion in assets under management and an expense ratio of 0.09%. Other funds cost even less, including Vanguard's S&P 500 ETF (NYSEMKT: VOO ) , which has an expense ratio of just 0.05%.

Plenty of investment products are specifically designed to reward lazy investors -- think passive exchange-traded funds such as the SPDR S&P 500 (NYSEMKT: SPY ) or its higher-yielding counterpart, the SPDR S&P Dividend (NYSEMKT: SDY ) . Alternatively, absent blind luck, few individual stocks will do the same.

By increasing the money you're investing now, you can improve your nest egg when the trust funds do empty, better protecting your lifestyle from those pending benefit cuts. Here are four investments to consider as you sock away extra money to make up for Social Security's shortfall:
The S&P Depository Receipts (NYSEMKT: SPY ) is one ETF that tracks the S&P 500, providing a low-cost way to get stock market return potential to help build your nest egg. For the potential of providing portfolio ballast, the iShares Barclay's US Treasury Bond (NYSEMKT: GOVT ) ETF owns U.S. Treasury bonds. With interest rates so low, the returns from the bonds in that ETF are not likely to be stellar, but they at least do carry a government-backed guarantee of repayment. If you're worried about inflation ravaging your purchasing power over time, the iShares Barclay's TIPS Bond (NYSEMKT: TIP ) ETF offers a way to buy government bonds that will increase along with inflation. But while those bonds may be able to keep up with the official inflation rate, they won't help much if your costs, like many people's, increase faster than inflation as you age. For the potential of an income stream that may grow faster than inflation but carries more risk of potential default or reduction, Vanguard's Dividend Appreciation ETF (NYSEMKT: VIG ) may fit the bill. It's a low-cost way to invest in companies with solid track records of increasing their dividends. Still, there's a trade-off in that unlike Treasury bonds, there are no guarantees that dividends will get paid.No matter how you invest, the reality is that even lousy investing beats not investing at all. It certainly beats waking up sometime in the next two decades to find that your Social Security check has been slashed by a fourth and not having any alternative source of cash.

Exchange-traded funds following the S&P 500 and the Dow also saw a big jump with the number of shorts in the SPDR S&P 500 ETF (SPY) and the SPDR Dow Jones Industrial Average ETF (DIA) both growing more than 8% over the past two weeks to 29% and 19% of outstanding shares, respectively.
